If you’re lucky, you can just right-click each partition on the Mac drive and select Delete Volume to remove the partitions. You can then right-click in the empty space and select New Simple Volume to create a partition and format it with the Windows NTFS or FAT32 file systems. The Mac drive may have an “EFI System Partition” on it. But you can open HFSExplorer, read a Mac-formatted drive, and copy the files to your Windows PC without paying a dime. It can also mount Mac.dmg disk images to get at the files inside them. This application’s read-only nature isn’t necessarily a bad thing. 
Windows uses NTFS and Mac OS uses HFS and they're incompatible with each other. However, you can format the drive to work with both Windows and Mac by using the exFAT filesystem. You can repurpose any hard drive to work with your Mac. Macs running OS 10.5 and higher -- Leopard to Yosemite -- include the Disk Utility program that allows users to check and repair disks and drives and to format or erase drives. I am trying to reformat an external seagate harddrive for use on my windows 7 running PC. The drive used to be used on a mac so is probably in the wrong format so isn't automatically.
No conversion of files is necessary when transferring files to Windows if your applications are fully Unicode-aware and compatible fonts are installed on both systems.
